BHA GENERAL MEETING MINUTES JUNE 10, 2004

BHA MEETING OUTCOME
Board Members Present:

Joe Lyons – President, Tina Rosselot – Treasurer, Lisa Abney – Secretary, Johnny Meyer – Director, Steve Gnandt – Director, Andre Rosselot – Director.

Opening: Joe Lyons called the meeting to order and welcomed our guest for the evening, Mrs. Marti Livaudais (Slidell City Council Woman). Joe also welcomed first time residents to the meeting and introduced all board members to the group.

Visit by Slidell City Council Woman - Mrs. Marti Livaudais: Marti spoke about the property being cleared behind Charlie Drive. She was not sure what was going on there but said she would find out and let us know. Marti said the city was starting to work on the ditches on Pearl after July 1, 2004. She also stated that they are going to start on the turning lane on Pearl soon. Marti said the playground equipment for phase III is on back order that they should receive it in the next couple of weeks and they will get started installing it.

BHA Board Elections:

Joe announced to the members that today was Election Day for the new board for the Breckenridge Homeowners Association. He explained that current board has reached there term and we need new members to step up for the positions on the board.

Tina explained to the members the job of each position and Joe opened the floor to the members for comments.

Tina Rosselot volunteered for the Treasurer position and was elected by the members.

Lisa Abney volunteered for the Secretary position and was elected by the members.

Andre Rosselot volunteered to continue to maintain the BHAWeb Page.

Paul Elmore volunteered for the Vice President position and was elected by the members.

Carlos Mazier, Jim Bacino, and John Wilcox all volunteered for Director positions and were elected by the members.

Johnny Meyer was nominated for the President position. He accepted the nomination and elected by the members.

Military Road Alliance: Tina Richard said that the due for the Military Road Alliance were due and Breckenridge should continue to be represented at those meetings through the new board. The next meeting will be on June 11, 2004. She stated that the meetings are the 3rd Wednesday of every month at 7:30 p.m.

Block Captains: Tina Rosselot spoke about the block captain signs. The signs are to let people know who their block captains are for contact and questions.

Block Party: Members thanked the BHA board for the block party. Everyone had a great time. Joe stated that he thought we had a good turn out for the fun.

BHA Dues: Tina reminded the members that their $30.00 dues are due for the 2004 – 2005 BHA operating year.

Closing: Joe called the meeting adjourned at 8:50 pm.

BHA GENERAL MEETING MINUTES FEB 12, 2004

BHA MEETING OUTCOME
There was a good turnout at the meeting to hear our Mayor, Councilman and Councilwoman talk about KMART, Walmart, traffic concerns, the condition of Pearl Acres Road and the new Toddler Park. If you notice, the potholes were patched the next day. Pretty good service, huh. The location of the park was discussed and voted on. By majority vote, it was decided to put the park by the entrance to Breckenridge Phase III subdivision. The City has set aside $30,000 for this project which will begin in sixty days, according to the Mayor. Maybe in the future we can work on the City to put a walking trail in the open wooded area in Phase III to prevent it from becoming a trashy looking area.

The BHA Let's Talk link, under the COMMUNITY Section of this website, was also discussed. It is basically a FORUM for discussion. Here you can read and post messages to me and your neighbors under various topics. If you got something to SELL, this might be a good place to Advertise. IT's FREE. so check it out.

Now that the "BHA Banner" newletter has been discontinued, this website has become the official way for the BHA board to pass on information to it's members and our neighborhood. If you don't have access to the Web, we are sorry, but there is just not enough time or manpower to create and pass out FLYERS.

Regular Meeting

Special Guest Speaker: John Smith, Candidate for Parish Council, Dist 13

Danny introduced the new residents and new attendees, as well as the Board members to the group. A new part of our meetings in the future will be the introduction of a Monitor to keep time and a Sergeant at Arms for the meeting. Johnny Meyer will be the Monitor for this evening and Steve Gnandt will act as Sergeant at Arms.

After an introductory statement by Danny, Mr. John Smith was introduced. Mr. Smith stated his platform for the upcoming elections in October. He took questions from the group regarding traffic, the Lowe’s and Super Wal-Mart projects and drainage.

The minutes from the last meeting were read by the Secretary and a motion was made by Carrie Meyers to accept, Joe Lyons, seconded. Carried.

The Treasurer’s report was read, motion made by Joe Lyons to accept and seconded by Carrie Meyers. Carried.

NEW BUSINESS:

A new web page has been started by the BHA by our web master, Andre Rosselot. He discussed the contents of the page and asked for any suggestions for the site. Email Andre (aeross60@lycos.com) for your interests. http://bhaslidell.tripod.com. For an amount of approximately $48 annually, we can rid our site of top up banners. Danny motioned to spend the money toward this project, seconded by Tina Rosselot. Carried.

The Banner has been distributed to all residents and a letter was also distributed discussing the accomplishments of BHA for the last year and the goals for the coming year.

Block Capt. Signs were discussed. Signs Now will produce an 8x10 inch sign of green plastic material with white lettering for approximately $5 per sign. After we get all block capts in place, we will order signs for everyone to place in their gardens. There are 372 homes in the three phases and the duties of the block captains are to deliver any correspondence, the Banner and to be a liaison between the Board of Directors, a welcome contact to new homeowners and the neighbors on their blocks, and also to act as a safe house for any of our kids in distress. Several residents agreed to be new block capts for current openings. The block capts meet every other month.

Covenants: A group consisting of Joe Lyons, Johnny Meyer and Steve Gnandt which has been named the Covenant & Restriction Enforcement Committee [CREC] has been formed. Their duties consist of driving the neighborhoods of Breckenridge to alert the Board of current violations. There were suggestions from the floor about how to handle violations. The current way the violations are handled is that a resident will receive three friendly letters from the homeowners association alerting them to the fact that they are in violation for whatever reason. If these communications do not produce any results, then the attorney for the BHA will be asked to write a letter. Since none of the restrictions are very difficult to keep and since some of our residents are either very new to our neighborhood or they are second or third buyers, they might not be aware of the covenants. We are still a very new neighborhood and several avenues will be taken in order to get all residents informed and educated about the restrictions that are in place and affect everyone in the neighborhood whether they are a member of the BHA or not. They are: inclusion in the Banner and the website, as well as a sign at the entrance of both Phases of Breckenridge.

Danny said that he is working very closely with Patricia Dearing, BHA’s attorney for a smooth transition from Sunrise for the maintenance of our common grounds of both phases when Sunrise leaves. The BHA has finally gotten approval for the entrance signs for Breckenridge for announcements and to announce that Breckenridge has covenants in place. One sign is already made and letters will be purchased for about $100. A motion was made by Danny, seconded by Tina Rosselot.

Discussion from the floor about a walking bridge to Phase III, Danny will ask the City and Sunrise about any plans already in the works.

Drainage is always a big concern for all of us and the city planners tell us our streets are intended to hold water during heavy rainfall. We are encouraged to keep debris from the storm drains. The City is concerned about hurricane preparedness and is willing to help with anyone with special needs during hurricanes. Just call the city for further details.

The northside of Charlie Drive is planned for a development of town hones like Pebblebrook Condos, which is in WillowWood. Construction should begin in the very near future.

 

The Back to School Bash has been postponed until the spring because of the intense heat in the past. The new Spring Fling should be a much more comfortable season in which to party in the street.

Speeders are a concern on our streets, and a 20 mph sign is not observed. Many residents explained how they handled speeders in front of their homes. One resident said he had a radar gun from work and clocked many at 35 to 52 mph down Breckenridge. Our advice is to take license plate numbers and call them in to the police, they have been known to respond to the offender with a citation at their homes.

October 9th will be our next meeting.

There being no new business, Danny called the meeting adjourned at 9:05pm.
